Quando diciotto anni fa, da assessore del Comune di Alba, introdussi, primo comune in Piemonte, la raccolta differenziata cosiddetta porta a porta anche dell’umido, amici del settore come Enzo Favoino mi avvertirono che non ne sarei rimasto indenne. Che la passione mi avrebbe travolto. Che di rifiuti avrei continuato ad occuparmene.
Così è accaduto ed oggi con i colleghi della cooperativa ERICA cerco di guadagnarmi il pane.
La stessa cosa è accaduta a tanti amministratori.
Marco Boschini ed Ezio Orzes ne sono l’esempio più virtuoso.
Sono i testimoni di questa passione che ti avvolge e trascina.
Credo che sia un po’ come quei medici che non riescono a stare lontano dalle popolazione fortemente colpite dall’ebola o dal virus HIV, venuti a contatto hanno una sola missione, debellare il virus.
Marco e Ezio nel loro “I rifiuti? Non esistono!” edito da emi, nella collana infralibro, evidenziano questa missione: debellare il virus dei rifiuti.
Lo fanno, proprio come i medici, dopo esserne venuti a contatto attraverso il loro ruolo di amministratori: Marco Boschni, assessore nel comune di Colorno, in provincia di Parma e Ezio Orzes, assessore del comune di Ponte nelle Alpi, in provincia di Belluno.
Lo fanno, non limitandosi a raccontare le loro storie di successo, ma richiamando l’impegno prima di tutto nell’associazione Comuni Virtuosi, evocando l’importanza del mettersi in rete e di scambiarsi le proprie esperienze.
Lo fanno a suon di rinunce, Marco lasciando un lavoro sicuro come educatore e impegnandosi a tempo pieno proprio per l’Associazione Comuni Virtuosi e Ezio abbandonando un comodo impiego alle poste e lanciandosi all’aiuto di altre amministrazioni che vogliono liberarsi dai rifiuti.
Il libro, 56 pagine su delicata carta riciclata, riesce attraverso i rifiuti ad affrontare temi politici, tecnici e anche storico-letterari.
Il libro inizia con una tesi da dimostrare: non è vero che il pubblico è inefficiente, anzi con un j’accuse alla politica delle privatizzazioni degli ultimi anni, trasversale ai colori politici, dimostrano come i migliori risultati d’Europa li abbiamo in Italia e li abbiamo grazie ad aziende pubbliche.
La seconda parte, dal titolo “Bravi da morire” rafforza la tesi iniziale a forza di numeri. Numeri della provincia di Treviso, dove 560mila abitanti differenziano ‘85% dei propri rifiuti urbani con tariffe inferiori del 30% alla media nazionale. Numeri del Comune di Ponte nelle Alpi, che proprio dalla provincia di Treviso ha preso spunto per la riorganizzazione dei servizi di raccolta, numeri che ci raccontano una raccolta differenziata superiore al 90% e una quantità di rifiuti urbani avviati a smaltimento inferiore ai 30 chili per abitante all’anno, risparmiando alle casse comunali oltre 100mila euro e utilizzando gli oltre 400mila euro di risparmio in discarica per dar lavoro a quasi una decina di persone.
Numeri che se tradotti si scala nazionale significherebbero: riduzione delle tasse di qualche miliardo di euro, creazione di 50mila posti di lavoro, miglioramento dell’ambiente e delle condizioni di salute delle nostre città.
“Scusate se è poco” – scrivono gli autori.
La terza parte è una romantica passeggiata nei dintorni di Marzabotto, tra il Monte Sole e i ricordi dell’eccidio di fine settembre 1944 e il recupero dell’ex cartiera oggi sede di uno dei più moderni impianti di riciclo d’Italia. Marco Boschini ci accompagna tra i macchinari della Dismeco mettendo per scritto i suoi pensieri che “mischiano storia e futuro, passato e presente […] e qui capisci che la strategia internazionale Rifiuti Zero non è una chimera, ma un piano di lavoro in fase di attuazione”.

TOPIC: REQUEST FOR FUNDING AND PARTNERSHIP
I have the honor to extend to your respected excellency my request of financing my private project that is embodied in a center of recycling and valuation for waste disposal and i have to announce to you that i owe the land on which will be the project and all the facilities in terms of administrative facilities as well as a full and comprehensive study, so i’m looking for a funding and partnership for this project, which is considered successful and has a promising future and this is through the study which has been doneon the level of Algeria due to its availability of a huge amount of multi-midwife of waste disposal in addition to the encouragement of the state to this type of investment in the environmental field and this is what will allow to provide the raw material for the re-training units existing on the national level with the possibility of exporting abroad .
Also this project is considered as the first of its kind in algeria, it has received a big approbation from the ministry of environment which will be a part to pursue this project with the provision of all the facilities in terms of administration and the provision of excreta necessary and located in the object at the center, by making them at our disposal when we start the project, which will be acheived
1-southern Algeria in Ouargla center for research and recovery of waste for recycling furthermore we can diversifiy our products through the incarnation and the creation of a unit for the decomposition of organic waste into compost (BIOBIN) and a unit to convert hard wastes to specefic energy if we know that the area of Ouargla is a petroleum area with a a presenceof national and international companies and many of the life bases which provides recycling materials, whether organic or solid waste and through this expansion
2- center of recycling and valuing waste estate in Batna, eastern Algeria,
3- Recycling unit of plastic’s waste in Merouana locality, city of Batna.
Finally i inform you that we are very interested to benefit from your global experience and we hope to acheive this project with the latest tools and techniques to be the first of its kind in Algeria and North Africa, there by contributing to the advancement of the national economy, rather than total reliance on oil, and experiences of developped countries in this area is the best proof.
In conclusion, please accept our high respect and appreciation.
Also, we inform you that we have contacted the Canadian KLEAN INDUSTRIES GROUP because of its experience in this domain, for studying the economic and technical agenda as well as following all stages of the project; from the beginning until its start In case you have the necessary experience and the adequate technology to follow up this type of project we are open to any suggestion. We expect from you a serious partnership for funding the project and eventually to be the first specialists in the creation of recycling industry at the national level.

Topic: Project Explanation
We apologize for the delay in responding to you and we thank you for your attention and consideration of our request about a sorting and recycling waste center financing and partnership
and we would like to make clear some points for you.
Firstly, concerning the project’s study, we get a pre-techno economical study redacted in French language, by which we have obtained the necessary real estate for this project. The study we based on is done by the Canadian group “CLEAN DEVELOPMENT GROUP” in regard of its international experience in this domain and it will supervise the project from the beginning (management – equipment … ) till the official start. It also ensures periodic training for engineers and technicians in this field, and supervising the project also in its beginning to guarantee successful
and we hope that we expand the project to contain: recycling solid waste in energy, and organic waste in fertilizer(biobin) – in addition to classical recycling that we already get a long experience
Otherwise, if you have experience needed in this field, we are ready to work together to accomplish this project and make it successful.
Here are details of the projects:
1- Project of Research center in recycling and valuing waste in Ouargla with area of 10 hectares and cost about USD 25,000,000.
2- Project of recycling and valuing waste; we contacted the Ministry of Environment to obtain a necessary real estate in Batna, eastern Algeria, It extends over 6 hectares and cost about $ 15,000,000.
3- Recycling unit of plastic’s waste in Merouana locality, city of Batna. It covers 2500 m2 and cost about 2,000,000 USD with all the documents provided (building permit, work permit, tax certificate …)
we hope to expand our projects to other regions in Algeria especially that the raw material is available abundantly and this kind of centers is newest in the country, which foretells success.
After the study was done by “CDG”, I can send you all details and numbers of projects.
